A reminder for those hiring "remote but only within your country" that there is a large list of Service Providers called PEOs (Professional Employment Organizations) that will setup all the legal, HR, hiring, benefits and employment process for you locally in most countries around the world. So, payroll should not be a limitation in hiring people remotely internationally. Culture and communication may still be for your company though. I am sure that most of us who write here do not have the power to make these decisions, but making your manager aware of this may give your team an advantage.
